Well I think they have just missed to put in the restriction for the 1:st rank Leap to only be able to be used while standing still (or moving at speed > X), and the glitch-Leap which has to be removed at some point. Then the Running Leap will be immensely useful as it enables the Skulk to use Leap aggressively compared to the 1:st rank which is (supposedly) more of a quick way to get into an ambush-position.
