ok 1, who is this firend you talking about, and 2, if it's me and your talking about team fortress 2, well I've never played it before. Also if damage upgrade builds turrets damage cool, then still have a % upgrade for damage and perhaps even accuracy towards them so it's more appealing to upgrade than to spam turrets. Making turrets stong(same as current) towards the weaker lot like skulks and gorges, will help for early game. But once the game draggs on the simply basic turret is no longer the best to have or even spam when they come to being quite weaker and less affective verses lerks fades and ono's. This will encourage normal building you'd expect for games we currently have on NS2 but it will discourge keeping to spaming as a key to dealing with later gameplay considering the turrets at lvl 1 don't act well at all verses upgraded lerks fades and ono's. It will encourage to later upgrade the turrets you currently have but cause for less turets to be built.
This also brings in a focus in stratigy as to where you'd want the turrets put to best defend a post instead of defending in all kinds of place making it near impossible to attack a saliens.
Upgrades I see as a vital key in all this, but making them strong as they already are durring early gamplay is good, but making them simply weaker vereses those already strong, will cause a good leader seeing to it that they build turrets where they need them, then upgrading them and making sure those posts are defended while the guns are upgraded. A well organised group can infilltrate and then defend a post upgrading their turrets quickly making it very difficult for the aliens to infilltrate. Yet with less guns, whats important will be defended and what's not will be left alone. A whole lot of guns would still be very good verses skulks but if they came with ono's then they'd be introuble, but if they had two turrets max in upgrades, general and specific, then the aliens no matter what tactic would have trouble and think of another route. More routes would become avaliable, since if you then tried to spam turrets then ono's could easily take them all out, but if they were less but max upgraded they do way more damage and give a fighting chance for the marines.
