Been following UW for awhile and had some thoughts:

Wouldn't it make more sense for UW to post the LUA code that people base their modifications on or community members bugfix. Perhaps a place like Github (with specific licensing terms, and not including any assets from the game or the actual game engine) and then having people submit patches that way?

Github would also allow a more formal ticket management system. At this state of development having a formal ticket system seems like it would make more sense than just Get Satisfaction.

Actual development in-house wouldn't have to be done publicly. But it would really aid people who want to mod as a team and may want to use their own git repository to manage their own team.

    They already have a bug tracker, it's just not public. If they switched over to a public bug tracker, it would likely be filled with people reporting duplicate bugs, balance issues, and other random things.
