Cant even recommend NS2 to my friends :(

I think they are waiting until it is more ready, dont want to turn people away because of expectations in steam + beta = TF2 beta or something similar.
It's also an opportunity for sales/marketing which needs to be timed right.

Well, most likely close to release. Maybe a few weeks before.
Or at least when it's more stable and almost "feature complete"
Adding it now would attract more people to the beta who would only be frustrated by the current state of the game. I think that would only be counter-productive. Most people simply don't get what a beta should be about. (But that's most likely due to big publisher selling demos as betas...)
