can't load build 165

whenever i try and open it in steam, a black screen comes up with the build #, then i get an error and debug submit window.

pc: quad core amd, 64bit windows7 professional, 8 gig ram, geforce gtx 460 card, more info can be given if necessary. btw .. is there a bug report forum?

    i've been experiencing blue screens from ns2, level editor, cinematic editor since 164 (more often in 165) and whocrashed is saying it's in my AMD chip. Still haven't found a solution yet.
