Latency Issue

Hi, I'm having difficulties with my latency and I'm pretty sure it's video related or the actual game.
I get 60-80 ms and yet when I'm in gun fights in combat I go from 400 - to even 880 ms where I have to guess where they'll go. I ping 34 ms to my modem and without the fights it seems fine. My video isn't chugging, my gun fires fast but it seems mainly when there's jetpackers or fades and they're all teleporting around (which is to say all the time).
I'd appreciate any help..
