I had imagined the ARC would be fairly low early in the tech tree, thinking "how are you supposed to make a push for more tech points if you can't get past the structural defences?", but I realize now that might be the idea - tech 3 (onos) will let aliens make short work of marine defences, so it would make sense if this was also the case for marines.
So... If they're early they'll allow comebacks; if they're late they'll speed up the endgame when one side is clearly winning.

Honestly not sure whether it'd be better there or in Tier 3, however. We'll have to see.

What is the ARC and what is the MASC. MASC is Mobile Assualt Siege Cannon? is the ARC the new name for it? Confused!
But the thing I'm asking is what tier it SHOULD be based on its capabilities, so why wait for it to be released in whatever tier?

That's my vote. After eating the cookie, the aliens feel sick so they go back to their hive to heal. But the radiation causes rapid mutations until they explode and destroy the nearby structures. That's totally how it will work.
There are currently 2 upgrades for the ARC. One is a Splash damage upgrade, the other is an armor upgrade.
The Aliens currently have Lerks and Fades and they are missing: the Onos.
The Marines currently have Nades and Flamers and are missing: Exo-suits, Rail guns, mini-guns, ARC, MAC Mines, Phase gates...
I hope the aliens will be getting something a bit more than the Onos.

Aliens are missing more than that, they still have the Shift (Recall, Energize and Echo), Shade (Disorient, Cloak, Phantasm), most of the lifeforms' upgrades and maybe future Hive abilities such as Metabolize.
As for the ARC, I imagine it will be late tier 2 tech given its cost and build time, which by then the Shift and Shade will be available to compensate.

Railgun and Minigun are the same thing as far as I know, which is the standard/default weapon for Exosuits. Where MACs get mines Drifters get Flares. Shifts are the equivalent to Phase Gates.
Marines have weapons AND equipment, whereas Aliens change their form entirely.
The sides are asymmetrical; I wouldn't say they're necessarily imbalanced.
