I saw slowdown on Aliens and immediately resisted the urge to play a round of NS. That is not a good decision if it affects all weapons equally. I'd accept it if it meant using a particular weapon and dealing a specific amount of damage (i.e. direct hit with Shotgun, nearby grenade explosion - not just spray and pray rewards).

It doesn't affect all weapons equally, it's generally a lot more useful on the rifle than the other weapons as it means that hitting something with a rifle stuns it kinda, and keeps it there so that you can keep hitting it with the rifle.
Honestly it's a brilliant change for the rifle as it makes it useful later into the game, and with aliens like fades which marines are otherwise defenceless against and lerks which are nearly impossible to hit normally, it makes them a lot more balanced.
The only time it's an issue is in the early game because it affects skulks very badly, if you made it less pronounced on skulks it'd probably be fine.

Like I said, only against skulks, against everything else it simply encourages marines to support each other and makes massed groups of rifles more effective. The fade can generally blink through it, but it means good/large groups of marines can catch lerks in big rooms and it means running fades who don't manage their energy are actually in a bit of trouble. It'll be particularly interesting on onoses, and it gives aliens a massive melee advantage which they kinda needed.
It's somehow damage based so you need to hit something with a few rifle bullets before it really starts working. I think it's like if you get hit it slows your speed to your health percentage, down to 50%, so if you are near full health and get hit a bit, it doesn't do much, if you are at half health and get hit, you go to 50% speed for a bit, which is part of why it kinda sucks on skulks because they have so little health.
