Performance issue on decent machine

Running 1680x1050, High settings

Specs - nvidia 560 Ti, 3.3ghz quad core (intel i5), 4gig ram, Win 7

Running latest drivers for everything, defragged and verified game files. (have yet to delete and completely reinstall)

Getting sub 20 fps in intense areas and singificant mouse lag when I have lower fps.

Also get sub 30 fps in main menu.

When I start the game, I have a black screen. Only way to see the main menu is to ctrl alt del and tab back into game. (not sure if relevant to above issue)

Suggestions?

EDIT: Looks like performance in card is getting capped. Happened before. Previously fixed it by restarting multiple times. Suggestions as to why it may happen?

    just wait till its improved.

    I get bad performance too i7 920 @ 3.8ghz and a 5970 800/1100mhz, I get sub 30 fps in crowded areas.

Its pretty much the only thing stopping me from enjoying NS2.

Lowering the resolution and graphics will decrease the stuttering.

You can do these commands aswell

    r_shadows 0
r_atmospherics 0 (should be default though)
    r_bloom 0

The most important thing is to have a good server, all servers start lag eventually but you can probably play well into mid game without huge lags if the lag persists to the next round server needs a restart. Mouse lag and low fps usually come with the lag aswell.

The black screen was a bug in previous patch, it was not fixed properly and this has occurred to me multiple times. The only difference is now it occurs right after the round ends.

/edit 30 in main menu is odd I dont know what to say.

what brand is the gpu? my MSI 560 ti flounders around 70% usage. still pretty high for what this game gives I'm sure, but again, not optimized.

UWE really needs to include more options to lower graphics settings. Scalability is really important for games and a year of optimizing hasn't yielded much improvement. A mid-high end computer from 2 years ago computer should be able to do better than 10fps on the lowest settings possible.

nothing wrong with your specs, try the above commands and fixes. if it doesn't work you just have to wait and try next patch.

How much FPS boost does turning off shadows and bloom give people?

Atmospherics is set at 0 by default in my game. If I turn it on I get 1-2 fps and an overheating exploding laptop bomb.

Update your motherboard drivers? I had lag in some games, so I updated the motherboard drivers. I noticed you said you've already updated, but many of my friends didn't even know there is a driver for the motherboard. Your rig is a decent one, much better than mine, and I have around ~60 fps with everything at max, 1680x1050.

My 3 year old laptop can run NS2 around 30 fps at medium settings with 1280x720. Probably having some problems with optimization.
