Voice chat causing my ping to jump, suggestions?

I've recently come back to the game from a long break.. I recently just found out why my latency JUMPS though on high servers. It's related to voice chat, when nobody talks I run fine (~50-100 ping). As soon as one person talks I jump to 250, and when more than one talk it goes as high as 1k+.

Anyone know a way to fix this? Currently I've tried setting hl.exe to high priority but that doesn't show any improvement.

I found someone to help me in game. If anyone else has this issue. To fix it I did these commands in the console:

fps_max 50
rate 99999


I think it was just those two?
