slowdown on damage

<div class="IPBDescription">based on health</div>If slowdown on damage is being reworked, I have a couple suggestions:
1. Make the slowdown only occur if you are very low on health (say, below 20%).
2. Make the slowdown rate based on the total remaining health.
Formula: speed reduction percent = (current health / max health) * max slowdown rate
So, given a max slowdown of 25%, a player with 50% of normal health would have their speed reduced by 12.5%.
In either implementation, the player would still speed up to normal after "recovering" (which currently takes about a second or two).
