manually freeing memory

After playing for a long time, the game appears to get more choppy for me. Is there a console command that I can run to do a full garbage collect without being disconnected from the game I'm in? Or how about a command to free most "dynamic" memory objects -- that is, those that would be automatically reallocated if necessary?
Presumably, I would do this at a non-critical point, so something that locks up the game for a few seconds is acceptable, as long as it gives me at least a few more minutes of slightly less choppy gameplay.
The above queries are geared towards client, but I'm also wondering if there are any similar server-side commands that could be run (obviously by the admin).
P.S. It seems in this case my server update rate is not horribly low, although it is lower than the desired 30+ number everyone mentions.

and you will have to probably use 3rd party software for doing that
