The only thing it would benefit is siege maps. It would just unbalance other levels.

I would love this for ns2_turtle as well. I have chosen to move marine prime rt a bit off from the spawn area and wish to do so with aliens too, but I don't like the idea that the first thing aliens have to do is get one or two cysts to avoid losing their rt. Being able to place initial cysts would allow that configuration and not be a harm at start game.
It could be a nice stalemate counter: if the team is left to hold in the bounds of their spawn area they will lose all RTs. Something that exists in a way in RTS games because those initial resources will perish and late game if you find yourself enclosed by your enemy without your expansions it will be hard to come back.

What I really think this calls for is another entity that acts as a permanent cyst-extension, but makes logical sense for it to pre-exist in the map. Perhaps like a clogged up pipe, with alien matter dripping out of it. This pipe serves as an automatic junction between cysts, and can be placed in areas where there is no logical reason for their to be an RT, but acts as an RT does to extend the line of cysts.
Like I say, I really, really need this! Otherwise, I'll be adding two RTs to Veil that I don't really believe in.

an on/off option for power nodes at the beginning of a match would be great too
