Here's how I think they should fit in the game:

Is responsible for going around going specific tasks, caulking the cracks the commander leaves in the team strategy.

So, we give the gorge abilities that parallel the commanders, but are on a much more specific level. Example: cyst/minicysts.

The gorge should have some say in pheromones, infestation, general strategy, and building strategy.

I think if you try to separate the commander role between the two, you're going to end up with a horribly crippled commander, and a horribly crippled gorge.

The gorge needs a different role, the commander part works best when it's complete, the gorge works best when it's using its support abilities to keep a group of aliens alive or help defend an area.

What the gorge really needs is a tf2 styled build menu with his own set of mini structures like the hydra.

And perhaps if the limited lifespan of the gorge's structures happens. He would be seen as an offensive temporary builder. While the alien comm works as the defensive long-lasting builder.
