I honestly have no idea. I stopped reading when they said I couldn't play.
Man. The very first closed beta I got into, I was posting screenshots everywhere before I even knew what an NDA was.
I skim, looking for exclusions similar to the one above. I can cause problems for myself if I agree to anything like that.

maybe working on hl3 to continue the story is just what they do.
the other episodes didnt take that long to make, and shelving the half life series with such a cliffhanger is nothing a sane person would do.
letting people wait, and giving them nothing is a new way to build up hype inertia it seems, like..when they are almost done they might announce it a year before it goes gold, doing their internal play testing and other stuff in that time. announcements like that usually detonate like a bomb , going viral like Ebola
