Summit was amazing, but what about all the projects that have been finished since then? Almost all of them look just as good if not better and play great too. So why not add some?

Yes indeed there are other additional excellent maps in the making, but really none of them are as prepared for the beta as ns2_summit is. Triad is a great map but as i recall it had some big balance issues. I haven't been able to play many games on Turtle, so i can't really assess it from a purely gameplay perspective, but as far as its development goes it still seems to be a major Work in Progress, and we wouldn't really want to give new-comers to NS2 the wrong impression who don't know the distinction from more-or-less complete UWE maps and extensively polished community maps like Summit from more WIP maps.
FMPONE's remake of ns_veil seems to be the most promising of the community maps in terms of visual appeal, and i recall from a while ago that UWE only wanted to include maps that met with their visual and polish standards as "official".
I'm sure Triad and Turtle definitely have the potential to be included as official later on down the line, but for now in this state of the Beta we wouldn't want people reporting bugs, balance issues, and glitches associated with these maps and hold UWE accountable. And when we have the ability to directly download maps from the server, we probably won't even need these maps to become official in order to play them often.

I agree with Heroman alot, although I think turtle is very close to being a very good map. It fits the current gameplay very well in my opinion, but I've only played a few organized games on it. I think it's a better map, gameplay-wise, than summit. Especially after summit got random spawns, which I feel doesn't fit the map at all.
