screen "tearing" (ATI 48xx card)

Not sure if anyone might be able to give me a clues on this, but it's been annoying me for a while :-}
This becomes more clearly noticeable if i'm stood close to something, like the 4 pillars in the RR on summit, or the upright cylindrical post in flight control, but the display is "tearing" even if I pan the mouse slowly left and right while looking at the nearby post / pillar etc.
I'm currently using an ATI 48xx range card (latest drivers, updated today) and a Samsung Syncmaster B2430 monitor, set at 1920*1080, AMD Phenom triple core at 2.4Ghz
Reducing the screen resolution in-game doesn't do anything to alleviate the issue, nor does setting vSync in the catalyst control panel, so i'm at a bit of a loss to resolve this one - any ideas would be most welcome :-}

A suggested "work-around" was to use a small program called Direct Refresh which was reported as helping some players in Crysis2, you select the screen mode you want and the refresh rate from the list, start the game, and if you see tearing alt-enter a couple of times to "force" a 60Hz rate (or whatever you wish to use).
I've just tried it with NS2, but unfortunately it doesn't work as i'd hoped - it's not tearing when windowed, but tears when full-screen. I cycled between them a few times to see if I could get Direct Refresh to work its' magic to no avail :-(
1) when windowed, reduce the vertical height slightly to take into account the reduced view because of the top window border
2) alternatively, because you can't see the bottom line of the console, make the bottom line as it is now a line higher to bring it into the field of view
