As for maximizing how well NS2 runs on your machine, there are multiple options to take.
<b>-</b>First off, re-frame from playing on poorly performing servers, as no matter how good your PC may be, playing on a bad server not only isn't very fun due to low tick-rate, but also actually causes your client to perform slower too, as you are receiving far less information from the server, causing your PC to have to perform the calculations to fill in the rest. Even if you have a good ping doesn't mean you're on a good server, as NS2 mostly suffers from low tick-rates.
You can check the server's tick-rate by typing "net_stats" in the console, which you can access by pressing `. The server's tick-rate is listed as "Server Rate", generally any number around 30 would be ideal, but it doesn't become too bad until it goes down to the teens; if it is below 10 then it probably means it's time to try a different server.
Depending on your region, you should stick to playing on only one server. For the US the Inversion servers would probably be your best option. If your in the European continent, the HBZ server would likely be the one you want to stick to, and if your in Australia, the Australia Pure servers are good.
<b>-</b>If you stick to the good servers but still have a less than desirable experience, you can try disabling some visual elements through the console. Here are some useful console commands.
r_stats -Shows you your frame-rate and what elements your computer is currently processing. Use this to see which of the following commands helps you the most.
r_atmospherics false -Disables god-rays and similar effects, was recently added and disabling it will probably yield the most results.
r_bloom false -Disables bloom, the glare you see from lights. While it may not be substantial, its worth trying out.
r_shadows 0 -Disables dynamic shadows. (r_shadows turns them back on, not r_shadows 1)
Other than also updating your drivers or upgrading your computer, not too much else may be done for you until we see further optimization made for NS2. Don't worry however, its a well known issue and UWE has been focusing a grand majority of their efforts trying to make the game as playable as possible. If it is too bad for you to play then you can perhaps take a break from playing NS2 like some people have done and check back in a few months or so, and see if the game has improved enough for you to enjoy.

Sorry, but almost anything above 6 year old games is not going to run on your machine.
Edit: A HD 4250 can push about <b>30</b>fps in WoW on minimum settings, while my HD 4850 could do roughly <b>230</b>fps. You're lucky to get even a third of my framerate in NS2.
heh, I meant I went from 8.8 to 11.11, but you're already on the latest :)
The most likely cause of the problem is that you're computer probably has an older CPU, which is quite an important part to be able to play the NS2 Beta as it <b>currently</b> requires a powerful CPU. With my E6420 C2D @ 2.4Ghz I get about 20-35FPS and in worse case scenarios its around 16-19FPS. A few builds back this was in between 15-25FPS with some peaks to 30FPS. More optimizations in future builds, will hopefully get you more FPS...

Try playing on a local server and see if you still have problems.
It's not fast enough for NS2.. it's really not.

sorry, i dont know what you paid for that system, but its not worth much..
depends completely on the laptop maker. (alienware or sager lets you swap out video cards, hard drives, ram etc..)
i really do recommend a desktop though. for the same price you paid for that laptop, you could have gotten a really decent desktop. you pay more for laptops, quality vs price, especially in gaming terms. if you need mobile you can use tablets, phones, or a netbook (cheap as hell these days) try to never buy from best buy or any retail outlet, they are #1 worst company according to consumer reporting websites and you are always paying for a mark up (i save so much buying part by part online). their employees don't know jack - i know three personally.
but mobile gaming is only decent if you drop a lot of money into it and/or build it yourself
You cant buy a laptop graphics card for your particular laptop. Most modular laptops are $1000 to $2000. You'll need to buy a desktop down the line to play the latest PC games I'm afraid.
