Why would it? You could for a very long time repair armor of your teammates buy clicking +use on them in ns2... (and it will stay that way, only with the added change showing you the builder tool instead only sparks from nothing)
With the welder added it armor repair works faster + you can also repair structures and weld doors.

If you're looking for more than that, you won't get it, as they are currently being modelled. At the moment, there is simply no more to reveal.

I just suggested putting it back to the NS1 tree, which worked well. It'd also be stupid as creep regens you anyway.
