And i found a idea about it..
Even though Fades have lots of disadvantages as health, they are still a bit overpowered when blinking. They get no hit, no damage, they won't die when blinking, just to keep pressing MOUSE2.
So this would be my first idea about taking damage while blinking.
Everyone who have ever seen Harry Potter : the deathly Hallows part 1 as a movie, would already know an small elf dies at the end, while teleporting, by a sharf weapon thrown by a witch. Before the elf completely disappears teleporting, the thrown weapon was sucked into his last appearance, and hurt him, then let him die.
That means, someone who teleports still gets damage till all of his appearance disappear.
So why don't you let fade still get hurt if marines shoot at the remaining blue cloud of blink, just till it completely disappears? : that would mean, the bullet shot into blue cloud will also blink together with fade and hurt fade.
That would make such a different and unique gameplay. And even balance some imbalance about blinking.
For that, fade should be more careful at when, how and where he should blink. And it would be like gameble for a couple of seconds whether he would get more hurt while blinking.

Shotgun is a direct counter to fades, if the vortex channels the bullets onto the fade, they die every time they encounter a shotgun trooper.
as far as i know, flamethrowers stop stamina regeneration and thus make it increasingly hard for fades to blink in an head2head situation.
i wont even go into grenades or multiple standard rifles.
This idea is bad.

I have to agree, Fades are patty balanced and the idea is not really good. Doing what the OP suggested would make them somewhat useless, because as you said, it takes away the possiblity of attacking properly.
EDIT: In addition, Fades also cost 50 PRes (actually 56 because of the upgrades) to be effective. 2 Shots from a shotgun can kill you if placed well, and a shotty only costs 20PRES and can be picked up by another marine. Same goes for the flamethrower; if you play in groups (what you should do as marine), it becomes massivly harder as fade to kill you, and even if they do kill you, some other marine could just pickup the flamethrower/shotty.
