How about a server-side option, maybe a plugin, that allows the Commander, when he uses his mic, to make everyone elses, on his teams Mic go quiet, so they can hear him.
In so many games, you'll see 3-4 people constantly talking on the Mic, and you can't make out what the hell they're saying. This happens in alot of games, but in NS2, where you are very dependent on Teamwork, it becomes a chore. It is infact, more effective as a Commander to type out what to do, than use his Mic.
Also, maybe have a limited number of mic activations?
Like 2 people at a time can use their mic. Then one someone releases their PTT key, a slot frees up.
2 people talking at once, you can make sense of. 4, or more, and it's chaos...and most PC gamers have a headset / mic...
Just call it "Commander Voice", make them able to chose to use normal VOIP, or Commander VOIP if orders are important. Of course this could be abused, but I could see much benefit.
Or at least dim other peoples mics 60% when the Commander is talking.
