I wanted to upload my NS2:Proving Grounds mod but as NS2 has not been released yet, this was not enabled. After a small email discussion, NS2 mods are now postable on ModDB.
They have activated this for full game mods, not sure about the add-on section.
Thought you guys might like to know, and it adds a bit more promotion for NS2 as well :)

Question: Do they have a clear explanation of what constitutes a full game mod?
I could see some server-side gameplay rule changes not counting as an add-on (depending on what's changed).

and this is for the add-on section:

As it states maps, levels and models go in the add-ons section, I would suspect that server-side mods would still count as full mods as long as they changed the NS2 gameplay. Things like balance mod, or admin mods would go in the add-ons section.
CS:S Zombie Mod, in it's early versions, was server-side only, but things like this go in the mods sections. I hope that clears it up for you?
