Bad FPS since build 198

First i will give my computer spec.
Processor- AMD Phenom II x4 955 3200mhz 4 core
GFC- 2 dual channeled GTX 570's
Physical memory- 16GB
Motherboard- MSI 7640
OS- Windows 7 64 bit
Power supply- 1000 watts
Basically My FPS has been garbage since build 198. In the beginning of a round it stays at around 40ish even in combat. Towards mid game my FPS drops to about 20-30 sometimes less in combat. With my system i should be able to run NS2 fine. I also run the game on "ridiculously awful" settings. I don't know what the problem but hopefully one of you way smarter and techsavy individuals know what the issue is.

from what i gathered in other posts etc., the clien fps suffer a lot when the server tickrate goes down because your computer will have to do some calculations to inter/extrapolate ("guess") whats happening in the meantime.
they probably fix this in the next patch.
