Simple changes to improve voice comms

<div class="IPBDescription">Commander name color and hovering voice icon</div>In NS1, the names of speaking players showed up on the side of the screen like in NS2. For the commander only, the background color of the name would be white (whereas for normal marines it was blue). This I believe was due to the commander being technically part of the spectator team (HL1 engine hack), but I think it added value to the voice system by distinguishing marine chatter from the commander's. Also, when a player in your view spoke, a little voice icon appeared above their character model. This was useful to easily recognize someone speaking directly to you rather than having to know the player's name. Both the unique commander name color and the hovering voice icon would add these conveniences to NS2.
