I'm having a problem whereby my game will stutter a lot as if I have a high ping, but it's usually in the 60-70 range, yet I have this non-stop "lag". what gives?

So to your problem. Open the console ingame and type net_stats in. Look for servertickrate. If it below 15 you will "lag" and stutter alot, good servers have a tickrate of 20-30.
HBZ, Inversion, 156, Skulkrush and All in or go home are the Servers you should join to have the best experience.
Alot of full Servers have a tick of 5 and are unplayable! So if it happens again check the Serverticks an leave if they are too low.
