Marine Commander needs some anti-griefing measurement in place.
I think if anyone goes to com chair and someone else has been com recently they should not be able to sell any buildings for a while, let's say 60 secs for alll buildings except the ones that are usually being sold often (extractor, phase gate - 30 secs maybe).
This anti-griefing measurement would not be in place if the old com was kicked out by a vote, or if the last com left the game/gone to spec.
Recently there has been a large influx of people selling everything, so I think there is some countermasure needed.

Recycling is a double-edge sword, no doubt. Hopefully it will be addressed before 1.0.

I hated playing marine commander at first, I like shooting aliens a lot more. But last time I've played, nobody wanted to go comm, so I went and learned how to play commander.
I'm not that great, but it gave me the opportunity to learn that role. People paid for this game, and they should all have the same opportunity to play comm if they want, whatever their skill level is.

Except that a bad or new comm can ruin the game for the rest of the players in the server (i.e. up to 31/32). I'm all for allowing new players to learn and practice, but there are certain situations where it doesn't make sense. I've been hoping to see more progress in the <a href="http://www.unknownworlds.com/ns2/forums/index.php?showtopic=115742" target="_blank">NS2 bot thread</a> simply because I view the best way to learn to comm is either with bots or a small number of players+bots (think 1v1 SC2-style). It allows you to get used to the hotkeys/interface/strategy without letting your mistakes ruin a perfectly good game for a bunch of other players.
The Noob-Com ruining the game for the other players could be solved with a mandatory commander-tutorial you have to do before you are able to get into the com station. This way you learn the very basics, before going com in a multiplayer match. I think this is very important before the game is released.
The solution to grieving coms could be to count the times one player is ejected and save this number at the account (so you have this number on every server.) So if one player uses an occupied com station, the game checks if the one in the com station has a higher count of ejects than the one who wants to com now. If so, the one in the com station gets ejected (without incrementing his counter) and the one triggering this, would be the new com.
This is a soft way to deal with grievers. You can't choose a hard way, because everyone who has payed for the game should have the same options to play it.

There is a large difference between a newbie com and someone who goes into com and starts selling every single building - I haven't even seen a newbie doing anything like that, at most they manged to sit around and do nothing (which we have the eject com vote for).
What ScardyBob sugggested seems to be a viaable solution as well, as in restricting the com to the "real" commander who got voted in, however I see the problem that currently some person can still do an emergency takeover (let's say you had to jump out of the com to defend the base and weren't able to beacon because you have no obs yet/it was taken down/no energy, but someone else spawns and goes into the com to place a critical building that just went down, an IP for example) and loosing that capability is also crippling. In order to avoid this problem, IMHO newly joined coms should not be able to sell stuff (as I've explained).
A workaround might be to allow the "real" com to lock/unlock the com station; if he trusts that someone can do things properly, he "unlocks" the command station allowing him to enter. Or another method would be giving the "real" com the possiblity to force ejection, though in that case (assuming anyone can enter), people can still sell everything.
Also there is something ScardyBob also points at which is more of a general problem. Is it acceptable to have a newbie com runing the game for the entire team and eventually the opposing one as well? But if we don't allow newbies to learn, we'll never have enough commanders and deny them the commanding experience. So there isn't much you can do to prevent the legitimate comm from griefing that doesn't remove core aspects of the position. Its simply a highly griefable position and will need active admins to prevent/deal with.
Personally I think if there was a team surrender vote a person might be able to institute maybe once a game, or every 15 minutes or something, that would eliminate the problem.
