Add tickrate to server browser

    Tickrate-discrimination!

    Unsure if it'll ever find its way into an official-build (kind of a stop-gap measure after all), but fsfod should surely build in another column in his browser for just that. Next version of ze Overmind will have the tickrate-rule in both its own and NS2's query-responder, so a 100% coverage ought to be possible.

    We have this already. Most players play only on servers where they know that they can hold the tick rate acceptable even in late game.
    The other servers are empty the whole time anyway.
    Adding it to the server browser will shorten the time for new players to find the good servers.
