Just to get this out of the way my computer specs are:
Phenom II 965 @ 3.8
4GB Ram
7850 @ 1050/1450
I have AIDA64 which comes with a G15 LCD screen application, so I can monitor the CPU usage of each individual core, CPU/GPU temps, and GPU usage.
I noticed that while playing in a server with 12-18 people that my CPU only hovers around 40-50% usage, and my GPU only uses about <b>20-30%</b>.
Now I find this quite odd, seeing as how if I go and make a Local server I maintain 60+ FPS and the CPU usage is again about 40-50%, but astonishingly enough, the GPU usage is up to 50-70% (still weird that it's not 90%+).
I can't really assume anything. And I honestly have no idea how this is even possible, but if I had to guess I would say it's weird driver issue with NS2, perhaps even mixed in with poor optimization.
It might be interesting to see if others could do this and see if they have similar results. If you have 2 monitors you could use GPU-Z and the Task Manager to track you CPU/GPU usage.
I think NS2 could and perhaps will be a great success, but honestly I think the dev team should focus more on making the game a playable experience for <i>everyone</i>, rather than just add or change the balance when it seemed decently balanced already.
EDIT: So I believe I just realized that your client side FPS may be directly correlated with the server FPS, the lower the server FPS, the lower yours gets. Which is very odd.
Actually I believe that it may have to do with the game reading/writing to the HDD so frequent that it is throttling the CPU/GPU. Thanks lua.

Welcome to the forums.
Yes there are performance issues with the server. As far as I know the prediction still needs a lot of cpu power, which is why your fps drops in combat.
The problem with "all human resources to optimization, instead of balance", is that each developer is specialized in something different. A visual artist can not optimize the game engine, just like a lawyer can't do a kidney transplantation.
I can tell you, that they improved the performance quite a lot already. It is on their top priority.
Keep patience, you will not regret it.
