Horrible FPS/performance

My spec- Phenom 955 4core 3.2 m Cross channeled Gtx 570. 1000 watt power supply. 16gb ram.
I get 20-30 fps while fighting. 30-50 fps while walking around. Late game i get 10-25fps fighting 20-30 fps walking. I've come back after each update to see if performance has increased but it has not. I have not really played the game for about a month due to this. During build 195ish my fps was great. Not sure what happened but this is unplayable.

I get even worse with my measely 2.8ghz i7 even though I have a gtx570 and 8gigs of ddr3 ram... 10-20 FPS in combat, every time ;/
