[Bug Report] Unable to scroll the screen by mouse while commanding

I just played my first game of NS2.
Tried going into a CC and noticed many thing has changed.
It shocked me while I found the screen didn't scroll when moving the mouse pointer to the edge of the screen.
What a terrible removal of function "Mouse scrolling".
But suddenly, it worked.
Then I realized it only works at the left and top edge of the screen, but not the right and buttom side....
It's a bug, right?
I dunno if this was already pointed out by others previously. I tired searching similar topic in the forum and no similar topic is found.
So I make this post. Has anyone encountered this issue?
