I tested it on may own server but with no players on it, saw no difference. I don't know but maybe alot of high pingers could affect the server. In general I run always with the net_stats and never saw a difference on different maps.
But I know that if you run both servers #1 and #2 I see 15-20 ticks on roundstart when the servers are full. I would recommend you to soft OC your i7 to get more performance.

Dude, the server capacitiy IS WELL enough for hosting a server. Just that ns2 isn't optimize yet, and I prefer not to overclock it to 4,5ghz like the other did. I'll never do that.

So I played some rounds on you server on all maps. I couldn't notice any difference on the maps on your Server. Ticks were in general 26-31 first 5 min 13-25 the next 5 min and then starts swaping between 6-13.
Averages per map (took all 20s a screen), but not always 100% full: 1. 5 min
Tram: 27.8 Summit: 28.1 Mineshaft: 27.3
Next 5 min:
Tram: 21.3 Summit: 21.1 Mineshaft: 22.8
And then it depends how long the game goes. After 20min it drops constant to a min of 6 but also has jumps up to 17. I dindn't look on player pings and if your 2. Server was on.
Edit: those averages are really depending in wich moment you take the screen. It shows maybe 13 but 20ms later 17.

As Floodinator showed, there isn't (and shouldn't) be any difference between the maps when comparing the tickrates on an equal basis. My guess is that what you're seeing is that since summit is likely the most balanced and most played NS2 map, games simply last longer than on tram or mineshaft. The server tickrate will generally drop in relation to game length because longer games = more stuff on the maps = server has to work harder.
Edit: The short answer, is that there really isn't anything you can do except OC or wait for more optimizations.

Why don't you want to overclock it? The k processors are designed to be overclocked. And the 2600k has a very simple one button click to overclock in the GUI bios. If you have afterstock cooling, you can manually tweak the OC and get even more power out of it.

That is not garanteed at all, because server can be above 25 tickrate in the most common matches, it so different between matches and maps. So hard to tell. Like we played mineshaft 8v8 to the end with amazing smooth tickrate. :S Then other matches with horrible tickrate and with less people.
Sure youre right. Can you nexttime if the playernumbers are low but ticks also, take a look on the player pings? I think that alot of high pingers could kill the serverrate.
