Royalties are are very flexible at Steam. Different studios and studio types are proposed different royalties, which is also why noone is disclosing any information on their personal rate, as it could probably end up in a lot of butthurt. Most developers, especially indie developers have stated that Steam/Valve treats them fairly.
Valve does not profit from studios that do not survive, unlike normal publishers, who also invest their money into the studios and projects. Every new game from a studio will produce some money for Valve, especially if they feel that they were treated right and choose to release on Steam again. There is no point in asking for absurd royalties, potentially turning studios away from Steam.
