Need/Greed system for starting commander

I'm not too sure how well this would work with the current way things are (it'd be great if everyone on the server was on a team at the start of the match rather than 2v2 and 14 in the ready room), but the general idea is to create a server option that, when enabled, will select a commander when the round starts. During the "round will start in x seconds" setup stage, everyone can be presented with 3 options that are, at their core: "I want to be commander", "I'll be commander if no one else wants to be it", and "I don't want to be commander/I'm not ready to be commander". From here, the system would just automatically select someone from group 1 to be the commander and put them in the chair/hive when the round starts. If there's no one in group 1, it randomly selects someone from group 2. If there's no one in group 2, no one is placed by default and the giant "Need Commander" text appears until someone hops in. Theoretically this could be tweaked such that you're not allowed to select option 1 unless you've played x number of games, to prevent people who have no idea how the game works from going comm.
Even those 5-10 (or potentially 30-60) seconds at the start of a round can make a big difference on the outcome. Taking 10 seconds longer to get the armory down could be the difference between being ready for a skulk rush or getting ambushed while building and losing res. Marines in particular seem to be hesitant to command, but it's usually an issue all around that people wait to see "if anyone else wants to" before reluctantly hopping in themselves.

Its annoying to be someone who is 'i'll comm if no one else wants to', and wasting time hoping someone else will comm. Or you jump in, and someone else who is good at comm is now lost.

I also wish the game didn't start until at least 50% of people on the server are in the game.

Even if he was a great comm. by selecetibg option 2 he dosent really want to so it would go to someone who wanted to
+1 on this. And rounds shouldn't start until at least 75% of ready room has joined
Also it should say what the "winner" chose, if someone picks "I'll be commander if no one else wants to be it" and they end up sucking, it should say they're only comming because nobody else will so don't expect miracles I guess. Anyone understand my rambling here?
This is not necessary, as choosing one of the three options is not indicative of the player's skill as a commander, just of his willingness to command. Most likely, the good commanders (i.e. clan/team members) would often pick the second option, since commanding on public servers can be a bit frustrating and many competitive players use the public play to relax.
