Why adding more colours, WHY!? lol :)

I really dislikes the blue ugly animation around the command station area for power notification. I know that schimmel added this. Grrrr...... It looks so ugly, asepcially if you combine it with either red or green colour for droping buildings. Remove it or I'll internet rage at this topic. (v_v)

    At the room borders, it's good to know where the line between powered and unpowered is!
    Maybe as a compromise, only this border is drawn, with blue inwards and red outwards.
