I think they look cool personally, but that is my RTS heart coming out of me.
And I don't like the idea of making them more expensive... you already need a robo factory (Late game tech), arc upgrade, and then the arcs themselves. They are super weak by themselves but they are mobile (Which is probably their downfall).
I dont think they will ever change them from being mobile but in my opinion making them static and tougher is probably the best way to balance them. It's really hard to balance such a powerful weapon though... I think the arc trains are fine at the moment and they arent too hard to counter due to the fact that the arcs have to move to attack.
Just don't let the marines sit on all that res to buy arcs :-P

also increase their cost, damage and hitpoints by 100% and then limit the number you can have at a time to 3 (same as having 6 arcs now)
