Let us actually turn off voice and mute individual players

There are times when I have no interest in the whining of the team, and I don't want to have to mute the whole game to mute voice.
And I don't want to have to mute the whole team to avoid the whines of particular individuals either.

    You can mute individual players by holding down tab and left clicking the little speaker icon next to their name in the scores list.
