balancing teams better

so for those of us who would regularly play on a NS1 server would quickly realize the problem of stacking teams, where everybody would try to join the team of the exceptionally good players, stacking an advantage over the other team which just about always ends with a landslide victory for the stacked teams. that is probably the most annoying thing in all of NS1 to me. and already i see the problem happening in NS2. which doesn't exactly encourage new players when they get their asses stomped within the first 8 minutes of a game. so i believe it would be a much better game if the only options were to join random, or join spectator. it would be so much better for balancing the teams.

This is a far easier, and far better solution, than remapping the ready rooms to remove the options, which is what i think you are asking for.
so to really solve this, something like the randomall seems to be the only safe option.
i see a problem with this though: you often see people taking a few minutes pause after a longer match. those people would end up ingame, blocking the spawn queues and draining res from the rest.
If one truly wanted to make a balance mod you'd need some time of elo/truskill system, either based off of W/L (for player and/or comm) or score based on the avg score of your team (how far above/below the avg score of your team were you), but that would only be viable for players and not commanders.
