Hosting Problem Please Help

I have a DSL line, 1222 kbit down, 244 kbit up. I have a dedicated server which is a 1.4 GHZ amd with 384 mb ram. The only thing that the computer is running is a dedicated server for NS in HLDS. Now i'm on my other computer joining through lan (I have a linksys BEFSR41 router). I'll have myself and 7 wan players, and everything will be smooth, everyone pings about 70, except me who pings 10ish. Every 15 or 20 minutes, Everyone who is joining through the WAN will have their ping skyrocket to about 3 or 4 thousand, but mine will stay around 10. Everyone's ping will stay high for about 20 seconds, then everyone's ping will return to normal. It's very frusturating, and I don't know what the problem is. I have no file sharing programs open, and I am not downloading anything. If someone could help me, I would greatly appretiate it.

the problem your experiencing is lack of bandwith. Of course your ping will not skyrocket because your on the lan and there's either 10 or 100mb available to you. However your wan player bandwidth usage will fluctuate depending on the amount of players, map and the action that going on.
You just dont have enough bandwith to support that many people without lag. One thing you can do is try setting sv_maxrate 4000 in the server console. This will reduce the bandwith usage per player a bit (if they have their rate set high IE 10,000) and hopefully stabalize the server.
for instance:
14 players I'm using about 200k to 400k depends greatly on the map and current situation of the battle
20 players 400 to 700k
24 players 600 to 1000k+
