Is welding a mine suppose to set it off?

I suspect an alien was nearby to set it off or had damaged it enough to make it explode in that moment :o

Not sure if that's a bug or what, actually never tried it before or seen it happen. But I'll give it a try next time just for fun. :)

No, just before it blew I saw it said 100%, and no aliens around, but give it a try next time to test it yourself.
