I could be wrong, but i think this is how it works now? If not, then it should, what with gravity and all that, also with flap costing energy, a way to get and maintain speed needs to exist
I'm not sure if it's the case anymore but in some builds you could use ctrl key to increase gravity and gain speed, so you could flap up and glide down, maintaining max speed. It was also useful to make sharp turns.
A soft speed cap is also necessary for this kind of stuff to be useful.

You can gain speed by diving currently, but I think what the op meant was that while diving your speed cap would be removed or increased.
