Rephrasing the verbiage on Steam

Are people getting a better deal than they see?
Ok,

So this may have already been talked about on here but I haven't seen anything. I have been taking a few marketing classes and so I have been paying more attention to things like this lately:

Is it better to tell people they are paying full price for a free upgrade, or to say that the upgrade is discounted?

When you look at NS2 in the steam store, you see that the price is 24.99 or you can buy a 4-pack for a reduced price. However, the upgrade to the deluxe edition is simply an aside below the title. Now, I think that it is a good move to incentivize the purchase of NS2, but I wonder if people are realizing that what they are really getting is a $40 version for almost half-off. I know that people are heavily swayed by seeing discounts on the preorder screen, and I know you also do not want people thinking that the game is only going to be $40 if that is just for all the extra stuff.

At the very least, I think them being able to see a Deluxe version and a normal version and then seeing that they get the upgrade for free should be accentuated, and it may generate a lot of traffic if people see "Natural Selection 2 Pre-order: 40% off!" Really, it just is not as clear as it could be right now(Looking only at the Steam store as though someone saw the preorder splash and clicked on it thinking "Wonder what this is?") that there are two versions available, so the oomph of getting free stuff is not as apparent and will not register on many customers' radars, even though it is stated plainly.

Has anybody else thought along these lines? I really feel like people might react more if they see a discount, as opposed to getting an upgrade. Same thing, just different wording.

Anybody have any other insights or why this may/may not be a good idea?

tl;dr People might not realize that they are getting a discount unless they examine the text more closely. Advertise a discount instead of an upgrade.

This was also one of my first thoughts when I saw the pre-order on Steam.
