Forums: Missing elements in the compose page

I noticed that there are some elements of the compose page which are not showing.
For one, Chrome's network inspector shows that /templates/ns2/rte-dd-bg.gif returns a 404.
Also, I don't think those boxes on the left (Smiley, Quick Access panels) are supposed to be of a grey/white theme. And the Attachments system panel should not be showing "Site Message (Message will auto close in 2 seconds)".
Clicking "Show All" in the Insert Smileys drop down page (which does not show any smileys) also gives an odd page.

While on this note, will there be a mobile-version of the forums for easier browsing?
Also, will it be possible to increase the Attachment storage space? 30kb is barely enough for even one screenshot. The 1280x800 screenshot I took above was already 80k at 10% JPEG quality.
