Lag problem

Hey guys,
Ive got a problem: My NS2 is lagging sometimes when i play. Graphics are on 1280x... resolution. All settings are low/off. Laptop data:
8Gb Ram
GTX 540M
WIndows 7 64 bit
Intel i7 QM2720 2,2 GHz (4 cores)
The game is working fine with 25-40 fps. My ping is normally 40-60ms. My maximum download/upload is 4Mb/Sec,1Mb/sec.
But sometimes i got these special kind of lags. My ping is jumping from 80-200ms and it feels like i would play with 1000+ ping. The game is constantly lagging and i am pulled back every 2-3 seconds on the position where was 1 second ago. I asked the people on the server and they said that i am extremly lagging from their point of view too. Some of them called me a ping cheater, because they cant hit me well.
As i said i have this problems only sometimes, like at the moment. This morning i was playing NS2 without problems(german time). Other games like Counterstrike working fine without lags or jumping ping. Restarting laptop or using instead of WLAN a LAN cable doesnt fix the problem.
Someone got an advice how i could fix this? Im in beta since 1 week so i dont know if i would have the same problems with other builds.
Edit: I recorded my laptop with my mobile phone. Jep its minecraft resolution :D

Ive got 80-140 ms in the video(0:20) and the lags are visable at 0:30.

Why not? The weakness of my laptop is the graphic card, not the processor.
As i said there are days/times without lagging and constantly 30-40FPS so i dont even notice lags or less frames. When i start an own server/ join training mode i can play without any problems. If i join a full or empty server i have this problem. Maybe tomorrow i can play again on public without this issue, but this is not the solution^^
Then this could either be a issue with the game temporarily chugging on that system, maybe this does happen in other games it's just not as noticeable or..
I know in counter strike you can change your network settings a little. Can you do this in NS2? For example cmd_update rate, rate_, etc can all be changed in console to optimize connection. Maybe you should mess around with that kind of stuff.
Also these appear to be the networking commands so maybe not.
net_stats Toggle list network traffic information
net_messages Prints to the console the network messages that the client is receiving
net_peers Prints peer connection information
net_log <log level> (0,1,2...?) Network log
net_lag ? Simulates network loss

Sounds like a lag problem induced by the server
On all servers? I tried maybe 20 or more and always the same problems. On servers with players all player got normal ping/ no lags. Only me with these lags.
Now i typed in the console "r_stats" to see how much frames ive got. Ive got 30-60 FPS but the frames are still lagging so these lags, which i see on my monitor, should come from the ping and not my hardware.
EDIT: Btw are these console errors normal? These messages appeared after starting the game and joining an empty server.

Jep i tried. I know i was playing on HBZ WITHOUT lags last few days. When i have this issue it depend on all servers.
So this sounds like it is a problem of my internet. But i have no problems with the internet e.g. streaming videos(hd), playing other games, downloading data.
Sometimes with Lan, sometimes with WLAN. I know it worked with both, but if i have this issue i doesnt matter if i use LAN or WLAN. Both same ping and problems.

I typed all of these commands in the console, but i dont know how to read most of the feedback. I dont know which numbers are normal. Ping relevating data were all between 100-200ms, so there were no extremly high pings.
The funny thing is that ive got only problems on public servers. If i open training mode server i have 30-60 FPS and no lags. If i join an empty or a full server ive got these lags. Notable is that i have 30 hours playtime on NS2. Most of this time i was playing without issues.
hmm then the question is what changed recently on your system. already tried turning multicore rendering off as well?
1280x720 resolution
all low/disabled except of anti laising. If i turn this off too, it doesnt matter. The only thing i changed between this morning and this evening was that i set my laptop into standby. I restarted after this issue my windows but doesnt help. So the question is why this issue only appear once in a while. If it would be a problem of my router, i would notice it on other applications. Multicore rendering turned off since begining to play NS2.
EDIT: Is it possible that you can join my server if i create one? Because when i start own server i have 30ms and no lags. Would be interesting if i get problems when someone join me.
EDIT2: From 11pm till 1am i was able to play again without lags...interesting
