Any way to transfer my black marine skin?

I prepurchased the game a couple of years ago and linked it originally to my steam account which had some old vac bans on it. Since then, I started using a new one and was glad to see that I received a extra copy and I could use it on my new account, and was wondering if there was a way I can transfer the DLC to my new account. Maybe by removing it on one account and using a new CD key on the other?
