What is the consol command to set a users max_fps

What is the command to set a users max FPS? I'm looking to get the game to run a steady fps for a bit more consistent play since Ill go any where from 70fps to 20 during play. I would rather just leave it at 20 and call it a day.

    console command is:

    maxfps 20

    However maxfps seems to take your current "High" FPS and just cuts it down to what you set, maing it look much more stuttery then when you are actually running at 20FPS. So the higher your FPS, the more jittery it will look on 20FPS with this command. That is what I've seen when doing some experiments with the command...
