Keybinds And Settings Do Not Save

I did a quick search and could not find this so forgive me if this is a repost...
After I change my settings (such as video resolution) and keybinds and hit apply, upon exiting Steam none of the changes get saved. This only occurs if I exit NS2 AND Steam. If I only exit NS2, the changes are still there.
Is this a common problem and is there a fix? I do not wish to leave Steam running 24/7.
Also, after hitting apply, is there supposed to be a message that says "changes have been saved" or a sound? Because when I click it, nothing seems to happen to inidicate to me that the changes have been applied, lol.
