Ranking system based on ELO

I think that NS2 needs some sort of ELO-based ranking system. I played NS1 back in the day and have been playing NS2 since the beginning of Beta however; since the launch; the player skill level recently has plummeted. I know that is to be expected of a new game, but that is why a ranking system would help. Some games there is just no coordination between team or commander, and the game just really is a 25 minute afk-fest. Other games, one team coordinates really well and its a 5 minute win.
Many of you are going to say join a clan, yadda yadda, but i think this system will encourage people to play more, as you can with play people around your skill level and will provide maximum enjoyment for the players.

it's really hard to find quality games
How do you plan on ranking them? Is it a simple win/loss ELO? Do you plan on weighting a player's ELO gain/loss for win/loss based on the ELO of his teammates vs the other team (ie something like microsoft's truskill)? Do you want kills, deaths, or other score to be factored into the ELO gain/loss for a win/loss?
NS2STATS.COM is already formulating something like this with their ranking system. I'm not sure if they're using ELO or just a general "score" but it could be adapted to this relatively easily.
