Bug/UI issue with Echo

Shifts display a radius when selected. I believe this is the radius of egg placement, not sure if it coincides with the energizing radius as well, but what I do know is that Echo uses a much smaller radius:
See option to echo a whip is not available even though the whip is well within the displayed radius for the shift.

Moving the whip just a tad closer enables echo for the whip.

Need to either unify the ranges, or show two AOEs (like a bombard Whip does).
