B233 performance hurting dual monitor setups

issue with performance and dual monitors, only slightly NS2 specific
this issue used to happen a lot more earlier in the beta but performance seemed to improve and it was quite a rare occurance so I never took special notice of which builds had it and which didn't. however, as of B222 I didn't remember it happening in any of my games and now it is happening constantly. the issue is FPS related, so I believe this is a legitimate reason to believe performance has decreased in some manner:
as FPS lowers in the game (sub 30), if you have a dual monitor setup, the game will white-out and freeze. if you moving your mouse at all, it will free your cursor from the center of the NS2.exe and allowing you to move it between monitors. if you are mousemoving in the direction of your secondary monitor, you can often click (spamming fire on pistol for example) out of focus of the NS2.exe window, forcing an alt-tab.
is there any way to mitigate this? I do not experience this issue in any other game unless I set it on the highest settings.

bonus: sometimes if I tab back in, the cursor stays in the middle of the screen and just jitters in place while I move. I can move / look around freely, but if I click to fire it will force tab me out again. at this point I have to end the process and restart NS2 because it won't get rid of the cursor.
before anyone suggests Windowed Fullscreen: it does not stop the issue from happening (merely makes it easier to alt tab back in), and I suffer a large FPS drop from this mode as opposed to normal Fullscreen so I do not wish to use it.

if I want to scroll with the mouse to the right (where my 2nd monitor is) it gets all clumsy.
it seems that my mouse is overshooting the border of the game
