RESOLVED - Having an issue starting a server

So I followed oldassgamer's video and obviously adjusted for my settings. I've gotten up to the launching of the actual server and seem to connect, but not correctly. I connect but only seemingly because it's on my LAN.
My shortcut reads: C:\Ingurgites_Private\SERVER\Server.exe -name "Ingurgites" -port 26997 -password "test" -map "ns2_tram" -limit 14
I can connect to it but it seems to be using my LAN connection only (10.0.0.x:27015) instead of connecting to a server. In another thread ScardyBob said I should see it twice, and I don't. I'm wondering if it's related to below:
I've got an odd setup in my house. The way my house was wired (before we moved in), there's a ton of interference (cell phones don't work, wireless signals get dropped 95% of the time) on the middle level of my house. So we have two wireless routers, the one that comes in from outside (Verizon has a single unit modem/router) and we have a hardwire running up to my top floor with another router, to which I'm hardwired. I've got the upstairs router in a DMZ on the Verizon router, and forwarded the ports on my upstairs router. I'm not a networking pro, but this should work, right? If not, let me know what I've got to do.

GAME PORT(def. 27015) - UDP
STEAM PORT(def. 27016) - TCP (GAME PORT + 1)
Then your server should register twice in the server browser, one LAN entry, and one from the Steam servers.
